Are your suspension arms even , is the axle nut so tight that the suspension is binding ? After replacing my front wheel my brake pulled left if the axle nut was too tight & wheel wobbled if it was looser. I found that there was only 1 notch in the axle castle nut that was "just right" on my 81. Baby Huey`s 2 cents

i have about 26mm between the rim and left fork and about 20mm between rim and right fork. forks are parallel. rubs on right side of fender down low. taken apart a few times- all seems good,rims spins true. hmmmm
