i have C90, but i as in relation to C70's i guess, since they're very similar.
what are the classic, Super Cub specific, surging lean idle causes?
I have replaced the intake o-ring with a new one, even though the old one was fine. I have tried to adjust the idle stop and the idle air screw adjustment, but it doesn't even make a noticeable difference, it's just surging so much I can't even tell the air screw is being adjusted.
I might have a minor leak in the rubber tube leading from the air filter box into to the carb, but it shouldn't be enough to matter i figure since it's on the intake side, i would figure.
I am running my airbox top.

Sounds like you could have many things, singly or in combination. Clogged main and/or idle jet, and their passages in the carburetor. An air leak between the intake pipe and the engine, and/or the intake pipe and the carb. Throttle cable binding in the frame somewhere? Throttle valve improperly inserted into the carburetor? Advance mechanism sticking? Or other problems? See page 140 (among others) for troubleshooting hints.
