Dry black or wet black?
 
I would say your points are too far apart not giving the coil time to charge, or the wiring to the coil and return is
corroded or the coil or hi tension lead is bad. The ignition system is just not able to get hot and clean itself.

anybody know a fix for black sparkplugs? my 1981 c70 will only run with a new sparkplug for about 10 min and then spark plug is black
