[Honda-C70] '83 Passport

 

I've been offered an '83 Passport which has been sitting the past 2 years. The owner says the engine will turn over but it won't start. From the pictures he sent me it looks pretty decent. But with 2 years of inactivity I suspect both the carb and the gas tank have issues. What else could be a problem? His asking price is $300. Comments anyone? TIA,
