No. The CDI is powered by an independent stator winding and is self-regulating.

Yes. The CDI module is most likely to fail, in my experience. Inside is a hefty transistor and a large capacitor; both fail with about equal regularity.

"3. is there a good way to test it (aside from replacing it)"

Look in my Files folder, for the CDI test. Its the Honda manual page, then I expanded it to 20+ pages to make it a step-by-step process. Required: you need an Ohm meter.
