Todd, your CDI unit is only for the ignition system not for the charging system. If you were running at 20+ vdc, your new bulb will be blown already. If your CDI is bad, your engine won't run at all.

Subject: [Honda-C70] 82' CDI Unit??
Hi there My first post after scouring the fourms for days. Learned a lot, replaced Headlamp and replaced the carburator.
I had a burntout headlamp and at that time I had no issues charging battery. The turn signals, brake lights, horn, and even the electric start worked well. Then I replaced the headlamp and the issues started.
I measured the DC voltage at the battery terminals and it was WAY high..20+VDC up to over 30VDC when i reved the motor.
1. battery no longer charged.
2. rectifier seemed to check ok
3. pulled the CDI unit, visual inspection, replaced.
4. signals and all other lights stopped working.
I could be wrong but I suspect the CDI unit.
QUESTIONS:
1. Does the CDI unit provide a Voltage Limiter function at all?
2. Has anyone else seen issues with a CDI unit?
3. is there a good way to test it (aside from replacing it)
