The neutral switch has nothing to do with the bike starting, it has to do with the starter relay getting a ground to close the
starter relay.
No spark at kickover means something is wrong with the ignition. Is the kill switch set to run?
I would think your problem is corrosion, maybe the points are dirty and the coil does not charge.
Maybe the ign switch is dirty corroded and the coil is still grounded even with the key set to on.
This bike uses a magneto ignition so as long as the magneto is working you should have spark.
18 mns your carb is going to be dirty and will need to be dipped in a carb cleaner solution.
The carb cleaning will fix the float valve not shutting off the gas if the leak was from the carb.
If it was from the fuel selector valve you might have to replace it. It if I remeber correctly
is riveted together so it is hard to take apart and get back together.

I haven't run my 81 C70 for about 18 months. It was stored outside for about 1 year. The weather is getting really nice and I went to fire it up and it wont start. I switch the gas lever to ON from Reserve - always kept it in reserve - and it leaked gas as long as it was in that position.
I bought a new battery and it is fully charged.
I replaced the sparkplug
I added starter fluid to the air cleaner (air cleaner was clean)
Still no start.
Grounded the sparkplug directly to the frame, placed bike in neutral and kicked started but didnt see a spark.
I read about the neutral switch on velodrome.com and confirmed that the light green /red stripe wire is connected to the grounding spring/clamp under the sprocket cover. The green neutral light never turned on. The turn signals turn on but dont blink and the headlight doesn't turn on at all. I was going to chase the light green/red stripe wire through the crankcase but noticed it was sealed with a gasket and chickened-out. Does the switch actually reside in the crankcase? Or is the "switch" the grounding spring/clamp that I found under the sprocket cover? How do I know if the neutral switch is bad?
It will not start with the starter button or the kick start. Any help here will be greatly appreciated.
