Thanks Mike and William for your tips! It's a pleasure to a new member of this Honda C70 group, and I appreciate your thoughtfulness in helping me with the dying bike issue-- there are always things to work through renovating bikes. I'm a member of a Velosolex group and have restored an old Velosolex, so this wasn't a surprise.
It turns out the bike was vapor locking because the previous owner has very long fuel lines that were wrapped up on top of the cylinder (I'm glad they didn't catch fire!!!). Now that they've been shortened, the bike runs pretty well. The reserve tank had a lot of rust, and the downshift doesn't always do it's job, which may be simply my own inexperience as a rider.

see if tank is full of rust, check lines filter, petcock filter
or float level
might as well also clean out carb
I had issues with a ton of rust in the tank clogging the main line, and slowing down the res line where if I went up hills I ran out of fuel in the bowl
Since I drained, cleaned the tank I have no fuel flow issues
You could have other problems too but checking the tank wont cost you anything to start with
