Short answer: It cannot hurt, but one unit will not produce standard charging power.
Long answer: The normal charge rate for a lead-acid battery is C/10 which means Capacity (in Amp hours) divided by 10. A C70 with electric start has an 11 Amp hour battery, so its normal charge rate would be 1.1 Amps.
This solar cell at best claims to output 0.27 Amps so you would need four connected in parallel to provide 1.08 charge Amps.
While a single cell would certainly not deliver a full charge rate, it would trickle charge the battery, and the charge would improve.
