When you put the front wheel together, did you put the speedometer drive gear on the hub and inserted the
wings into the hub slots and then installed the brake backing plate?
What side does the wheel seem to be rubbing on? left or right?
You do have the seal runner/spacer on the left side?

Subject: [Honda-C70] help -wheel spacing '80 passport
Hello everybody-
My name is Ryan and I have been bringing a 1980 passport back to life. I ordered new tires for it and ran into a problem with the front,after mounting the front wheel back on, the tire rubs on the fender, the wheel appars to be about 1/4 inch from center. i have the 200 page service manual and the parts manual, it appears i'm not missing anything, there is just one spacer on the nopn brake sideof the hub. i have compared it to a friends '80 and it seems identical. I have been stumped for 2 days, there doesn't seem to be anything to adjust- I am not sure how to proceed, this is the only thing preventing a test ride!
Any thoughts from anyone is appreciated.
