[Honda-C70] 1983 carburetor

 

I've been having problems with the aftermarket carb on my 83. Loss of power at higher speeds and sometimes it sputters and jerks while riding. Not a severe loss of power, but it's noticeable going up hill, slows to 25-30 mph depending on the length and grade of the hill.

After reading through tons of previous posts on here, I think I've identified the problem, but I'm left with more questions because I don't really understand all this talk about jets and needles.
I replaced the original carb with a Runtong brand that I got from eaby, a rebuild kit for the original was the same price as the replacement so I figured I'd spend the amount and not have to rebuild the old one. After doing some reading I've come to the conclusion the replacement is a 17mm carb when the original was a 13mm. I've also learned that it probably has the wrongs jets and possibly the wrong needle for a 72cc.

So here are my questions ...
Can I keep the current 17mm carb on there? Will putting in the proper jets and needle in make it run better/normal? Or do I just need to buy a proper 13mm carb or rebuild the original one that I've already got?
